An engaged flywheel brake is often the reason behind this problem. This can be due to a broken, stretched or worn cable.
Another reason could be the blade touching the ground or grass clogging them.

This is often caused by a blunt blade. At R.M.S Lawnmowers we sharpen the blade as part of our servicing package (if the blade has been damaged, it may be necessary to replace the blade).
If the grass is too long or wet your machine will have to work much harder and may clog up resulting in the lawnmowers failure to cut the grass. The lawn should be mowed during dry conditions.
